Like? I think that Dispel takes away everything that Breach would.
However, Dispel Magic, as an ability, removes both positive and negative buffs on a group of creatures, whether they be friend or foe. Breach does not; however, it is limited to a single creature, and does not dispel everything that Dispel does.
