I think that with cheats enabled there is a way to "cleanse aura" or something like that (ctrl-R?), it fixes odd things like permanent blindness and the like.
I've had a similar problem happen w/o tactics, can't remember exactly where, but I ended up needing to recast the contingencies even though they showed up on the portrait--but the ability wouldn't light up.
