The problem with characters not initiating dialogue is IIRC a bug primarily with WinXP installations. And this bug is fixed with the most up to date patch, which you can acquire from bioware.com's support section.
As for why your group members aren't talking with you? I'm not sure, it could be due to the bug, or it could be a whole other bug.
