I'll assume that since you're talking about a bag that holds bolts you have Throne of Bhaal installed. Check out the first level of Watchers Keep.
You'll get a bag of holding in Spellhold in ch. 4. If you have Unfinished Business [Ed: a mod, as Zarr pointed out] installed, you should have found a wolfskin bag when (if) you did the Copper Coronet quest.
