For melee weapons you get 1 apr base.
You get 1/2 apr for having 2 stars in the weapon you are using.
All warriors (inclusing kensais) get 1/2 apr at level 7 and 1/2 apr at level 13.
If you dual wield you get 1 apr with the off-hand weapon.

That's a total of 3.5 apr. Improved haste will double this and give you 7 apr.

The only other way to get more apr without cheating is through the use of certain weapons (i.e., Belm and Kundane) that grant an extra apr. With these you can indeed get 4.5 apr, which will give you 9 apr when improved haste is applied. 9 apr is exactly what you would get from a whirlwind attack.

If you use the grand mastery patch that makes BG2 consistent with TSR rules you get an extra apr at 5 stars. However, this is NOT a bug fix, as the game designer clearly intended that there not be an extra apr at 5 stars. Whether it's cheating is a deep philosophical question.

Speed factor, as noted doesn't affect apr. It just means that you get more of your attacks in before your opponent gets his or her attacks in. I know it goes to zero, and I'm pretty sure it can go negative. Anyone know what a level 12 kensai with a +3 dagger gets as a speed factor?
