The Skull of the Lich is used to upgrade the Spectral Brand +4.

Combining all three Pantaloons will give you several veeery powerful items.
You need the:

Bronze Pantaloons - Abazigal's Lair. Do the Petrified Adventurers quest.
Silver Pantaloons - A reward for Evil solution for the Buried Alive quest
Gold Pantaloons - In the Friendly Arm Inn, BG1.

If you don't have all three, but you're still curious, the item codes for them are:
MISC47, MISC50 and MISCCB.
