Is the character that gave the potion to Mekdawa the one who speaks to Ekbu?
Are you typing in Ukabu or choosing it off of the talk window keywords?
This shouldn't matter but maybe - do you have the signet ring?
Are you running the patch?
The Toad Villiage quest is worth doing to raise your level in the guild and also because touching the totem will give your characters a permanent addition to hit points. You also get a spear and some gold. These are all helpful at this point of the game but you can skip them all and still do fine.
Rather than restarting - you could revert your game allowing you to do this quest over.
