Soory Wyvern, have to correct you here.
The max for any attribute is generally 24. You can train at the guilds up to 18 easily. In fact you can continue training at the guilds to get to 20. Then if you use the ankh (or use the lamp) you can raise stats by one up to a max of 24. Then finally, if you replay the Boogre Prison and donate boogre brew to the idol, you can get fortitude up another point to 25!
