Yea, that's most probable. Though Voldemort came specifically after Harry, so there should be something special about Harry. Otherwise why didn't he try killing James before? Remember Dumbledore saying that Professor Trelawney's prediction about the return of Voldemort is the second real prediction she had? Maybe she predicted that a boy would be born who could defeat Voldemort and end the Slytherin blood-line. Or something similar.

also, the order of the phoenix, is assumed by most to be an order like an army or police, helping against dark wizards. why couldn't it be another enemy or a dark force order?
the otehr idea is its like an order of merlin. what if voldemort as riddle recieved it for something good he did in the past? something that devastated him and pushed him over the edge.
That's because Dumbledore has a phoenix (Fawkes) who gave feathers for Harry's and Voldemort's wand. So if you ask me, I do believe the Order is a good order, simply because Harry's wand has a feather, because Fawkes saved him and because all of "the old crowd" are mentioned at the end of the fourth book. You know, when Dumbledore asks Sirius to contact all of their old friends. I suspect Harry's parents were in the Order, too.
I don't think that Voldemort did anything so good that he would recieve the Order of Merlin. Dumbledore says that after Tom Riddle left school he disappeared and returned as Voldemort and that nobody recognised him anymore, because he transformed so much. And if you remember, Voldemort tried killing all the Muggle-born children already in his teens, so I doubt he'd do anything to help Muggle-friendly or Muggle-born wizards, not to mention Muggles. I think that the thing which pushed him over the edge was his father dumping his mother when he heard she was a witch. And then that he also ignored Tom.

I think it's hard to make speculations. Rowlings will probably surprise us with someting that none of us thought of. So it's hard to predict.
