I have seen this strategy of holding off on level-ups suggested a number of times and there is simply no need for it. Once your player skills improve a bit you will have no trouble with rats, disease, long, slow battles or getting to Arnika. Just be patient with yourself and enjoy the game. A level-up, IMO, is a cause for celebration. You made it to the next level! By holding off you "stunt" your growth in a sense because you face whimpy monsters relative to the level you have earned. Yeah, when first facing the open road even experienced players get to civilization ASAP (Arnika or base camp), but other than that... no worries.

If that is "just not happening" for you, then play on normal or easy for a few games. I didn't when I first began, but should have. It made the game difficult and frustrating, and I almost gave up and put it back on the shelf. One of the beauties of W8 is that there is much to know about it and, no matter how skilled you already are, you can get (a lot) better at it. This advice above is pretty basic, I'm not that good a player really, so don't expect it will take you a long time to reach that.

If you want to hold off on level-ups, and find that fun... go for it. I'm not surprised, however, that this option did not get as much play-testing and so the game still has some (sound's like real) bugs associated with that, that several of you are finding.
