1. In my opinion, there are no better level to go to Spellhold. Just be sure to be experienced by doing some sidequests.
2. The answer is pretty simple, if you are evil, go with Bodhi, if you are good, go with the Shadow Thieves.
You get better items if you go with Bodhi, but more XP if you go with the Shadow Thieves.
