Then maybe, it is one of those things which changes with different versions of the game, because I have been assured by the overseer of the BIS forums (who is meant to be many BIS staff) that it does NOT, and in my experiments, I have found no change in price between charisma of 3, and charisma of 18... same character, same rep, same time of day... I simply equipped the ring of human influence to my character, and there was no change...
