maybe i am confusing the issue of vamps in that, it's not a playable race one chooses when starting the game. instead, you'd allow yourself to become one at some point in the game.
and to that end, it's good to plan out in advance what your char will be and when you want to make the switch.
anyway, i will spoil everyone with a topic from the official forums, but it's at the bottom of this post.

First: Becoming a Vampire
Fight Vampires, get bitten by one and avoid getting killed in the process. Thus you should either have a character powerful enough to take down a Vampire, say level 10, or accomplished at running away... or both.
Reasons to become a Vampire:
1. To do Vampire quests
2. To play as an incredibly powerful character.
1. Vampires can perform 11 of the 17 Vampire quests in a given game. Three of these are specific to the Vampire clan you join.
2. Becoming a Vampire enititles state of super-being. All Vampires recieve 20 point boosts in the stats of Strength, Willpower, and Speed, and 30 point boosts in the skills Sneak, Athletics, Acrobatics, Hand-to-Hand, Unarmored Mysticism, Illusion, and Destruction.
On top of those increases, each clan has one additional stat an three additional skill bonuses-one of those in a skill or stat you do not already have and the other three reinforcing those that all Vampires recieve.
Vampires are immune to paralysis and Common Disease, and they have a high resistance to normal weapons (50%)
Vampires learn two additional incantations in addition to your regular spells: Vampire Touch (ane xtremely valuable spell that drains your opponents health while restoring your own) and a more potent, longer lasting version of the levitate spell.
Disadvantages:
No one will like you, you will be killing pretty much everyone, villagers will attack you, you are pretty much in a world of one. This kills most of Morrowinds gameplay, and as a result, the main story is put on hold. If you do choose to be cured of vampirism, you will never become one again.
As long as you haven'y gone on any homicidal rampages, the world will be okay when you return to your original state.
Hope this cleared up all the Vampire questions, I can answer pretty much anything about Vampires.
