I have a question. I found Tul and while trying to to find the Redguard's house, I left Tul outside a Dwarven Ruin. I asked him to wait so I could go explore the ruin without him tagging along. So, when I go back to get him, he won't join me. My conversation options are Kindly Redguard, Twin Lamps, and Solstheim. However, none of them give me the option to have him join me again. Why won't he join me again? I really want to finish his quest.
