Of all the Daedric Items you can use for this quest, Sheogorath's Wabbajack is one of the least useful. At low levels the Wabbajack is far more dangerous than useful: the Rat that you could have easily killed suddenly turns into a Lich that you have no hope of killing, because you're not even supposed to meet up with one until you reach level 23. Unless you are at very high levels or you like having a staff that randomly transforms creatures into other creatures (ie. sheep into storm atronach, willow-the-wisp into a skeleton, skeleton champion into a rat) over the various other items you can get, it's probably the best to give up.
