The CLUAConsole is a feature of *all* other infinity games - essential it allows you to command the game to do what you want - teleport to a new location, give you XP, summon any creature, anything.
But its not in PS:T, and its the only easy way to teleport to a new area.
A keeper program is part of the keeper series - either GateKeeper, Shadokeeper or Dalekeeper, depending on if your editing BG1,BG2 or IWD. They allow the editing of savegames and can duplicate *most* of the effects of the CLUAConsole. But not for PS:T. Although Neb says theres an equivalent, youd have to ask him about that.
Or to put it simply - there are no cheats for PS:T.
