For each option, there is a 'button'. You want to go to Resources for mines and probes, Ships to build the Salvagers. Once at each screen, just type in how many of what you want to build and click 'Order'. Everything costs money, so keep an eye on what you spend. Each thing cost some Tellerium or Krypton or both. Then, when you get a moment, catch up on the manual a bit. I was a bit lost at first, but it starts to make sense if you stare at it long enough.
