Actually, I have been flamed, here. But most people are courteous, and the moderators have made a point of stating they won't tolerate that.
As for the "best," I think it's a moot point. Any forum that presents "No flaming, nice moderators, interesting discussions and people" is likely to prove a good one; to make it great, there only needs to be a welcoming spirit that doesn't ignore the newcomer who is respectful of others, and has something to contribute.
