I did in fact understand your point in your previous posts.
What I meant to say is that the THAC0 bonus vs. a given enemy is supposed to be the enchantment level unless _otherwise noted_. (Which is why only some weapons with varying THAC0 bonuses has a note stating their all around enchantment level).
I know the Daystar can't hit Kangaxx but I'll still say it's a bug

I do not have a link handy, but it has been asked already to the game designers over at the BlackIsle Forums( last year). They assured us it was not a bug, and gave the reason which I used as well.
It must be stated that the item descriptions can be misleading, if not downright wrong. One classic example I can think of right now is the Blade of the Roses +3 Longsword. It was meant to be a Bastard Sword, but they changed it to a Longsword at the last minute. Unfortunately, the item description failed to reflect this change which is why its' damage is stated as 2d4+3 in the item description, when in actual fact, it is 1d8+3.
In short, do not place your trust in item description too much. It is mostly accurate, but some are not.
Fast facts: Sunstone Bullets are always +4 enchanted
Warhammer +1, +3 vs Giantkin is always +4 enchanted
Mace of Disruption +1 is always +4 enchanted
Mace of Disruption +2 is always +5 enchanted
etc... ...
My point is, the THACO does not always reflect the actual enchantment value of the item. Hope this helps to clear your doubts.
