Looks like Russia may now review its own nuclear doctrine.

Baluyevsky, wouldn't say whether Russia would work to develop similar weapons, but said that it would hold onto its stockpiles of tactical nuclear weapons. Someone should tell Bush that the cold war is over. Building Nukes for terrorist are irrelevant since most live amongst us.
