Socially, mens clothing has always been geared toward uniformity. Womens clothing and appearances have been geared more towards diversity. Part of this probably lies in the fact that way back when, men were the job holders and women stayed home. Almost all jobs required a uniform of some type back then. Many still do and are they are also more stringent with the male uniforms than the womens. This even applies in the military! Anyway, due to a lack of disposable income there was precious little to spend on anything but work clothes for the man. Thus, the birth of the boring blue collar wardrobe. Executives were expected to dress in formal business attire, so they too had uniforms of a sort. Women in the workplace is a newer concept so they don't have all the past social rules ingrained in their behavior and appearance.
