Is it stealing ... in the stouts mines, there is 2 vaults, i know there is a way to get in there, is it stealing getting the loot from all these chests? thanks (just like not a thief)

The vaults do belong to the Stout King but (if this makes you feel any better) you can go through the whole vault area taking whatever you like and not one guard (and there are lots of guards there) will stop you. So it doesn't appear to me that anyone is very concerned about you taking items from the vault.

ok thanks ill just go loot it, afterway, ive had so many problems there and so less loot that i need to get somethin btw, max resist is 55% it says, 80% resist fire on dragon armor and i am at 55% , oh well, gonna pick up a few treasure , thanks again wyv, peace, oro
