Where do I get either the spell or lock picks to open this door? I don't have anything that will open a 20 level lock.

The scrolls of opening you find should be able to open a level 20 door. Also with enough security any lockpick can open a level 20 lock however it may take a couple of tries.

Getting your security level up is very important in this game. When you have extra money, buy training. You will find it is definitely well worth it.
