Ive been asked to steal some alchemist recipies from some person in vivec is it possible to do this mission if ur not a thief?

Of course it is, but it would harm if you trained your security and sneak skills a bit.

Do you mean to say that you don't have a high Sneak skill? Well, here's some options:

1) Go to the person until they greet you FACING AWAY from the recipe location. Then go into Sneak mode and if possible cast Invisibility or Chameleon. Must be done while they are facing away and not looking in the direction of the recipe. Now go over there while in sneak and under the hide spells to get the recipe before it wears off.

2) Or cast a strong Command Humanoid and a move her out of the room. Wait for the spell to wear off then go get the recipe.

well that might not work, one of them is lying on her desk but...

one of them is in a chest in her store, but there is a third that she is holding which would be significantly harder to get, you could try pickpocketing becuase if you kill her you dont get paid for the mission.
