I read something about Haer'Dalis stealing a (holy bosom?) artifact, and that it is actually that picture seller in Waukeen's Promenade that did it.

I was fooling around with CLUAConsole and I found a note telling all about it. It also included the Bosom Statuette, and the picture

Yep.
Orignally, there was an intended sub-quest: Haer'Dalis was framed for the theft of a Bust of Sune from Lord Balthis's estate in the Bridge District. Unfortunately, Balthis came home while the Thieves were at their work, so they had to kill him, and Haer gets the rap for murder, as well. The PC had to visit Haer in the Goverment District prison, and collect the evidence on Quataris to get him back into the party. Naturally, this quest was never written, (They didn't even have time to put Band-Aids on the Jaheira romance), but the items are still there.

they left out a lot of stuff from the game
