It appears recent events concerning our koboldic kin have led to a perilous division of senate opinions, and in some cases, unreasonable dislike towards not only kobolds and members of the Senate with opposed views concerning the topic, but also the prospect of integrating anything at all. Whilst kobolds and their fellow, possibly misjudged, humanoids can wait, this spreading distaste to all things foreign poses a most serious threat to our food industries.

Just a tenday ago did I visit the Three Old Kegs, renowned for their plain yet comfortable setup and, at least in my family, their subtle use of Cormish spices. Great was my surprise when I met with the otherwise well-prepared venison when I found them lacking.
As is so oft the case, one learns best what takes place in the lower regions of our society by addressing those who dwell in them.
Master Bellowglyn informed me that rarely now did the inhabitants of fine Baldur's Gate have a taste for herbs unfamilliar to the region, and his stocks had dwindled, then died.

Indeed it appears that the richly decorated and well respected Helm and Cloak alone still maintains a number of foreign foods and spices, and all this be born of the division in the senate and the lengthy debate on KI dragging on.
Though I know where I shall be enjoying my dinner today, the future seems bleak as merchants fail to see a recovery of the market for wares as these.

Hence, it is my proposal we cut short the debate on KI and spend the gold which was freed for any further integration programs instead on the promotion of nutritional substances and flavourings from far off. Not only will we ourselves benefit from this, but it shall also strengthen relations with both the merchants and the nations in question. What shape such a campaign should take, provided it be launched at all, is naturally open to discussion.
I should gladly leave the soapbox to our next speaker.

Esteemed senator RoSs_bg2_rox, tis not my intention to prolong the debate raging still on kobold integration. Quite the opposite in fact, I feel there is a need to halt any further discussion regarding the topic, at least until this town's culinary future lies secure once more.
However, I cannot cut into the integration budget to generate the fund required for such a purpose without the approval of a majority of senate members. I feel that this would work to settle relationships within the senate as well, as decreased funding for and attention to kobold integration could be described a victory for those opposing such integration, though we would not remove the possibility of a positive resolving of the issue, which, if not entirely satisfactory, should at least leave proponents with hope for the future.
With the attitude currently prevailing among the common townsfolk, any full-scale integration projects would fail regardless of the size of the investment, and the gold would therefore be much better spent educating the masses on the benefits of trade and well-prepared meals.

Lord Dracon, I shall be with you in but a moment. But before I do I would like to reply to Insanebane's suggestion.
Insane, that might be an excellent idea. Although kobold would be a most unusual dish, at least they are plentiful in the region. Unfortunately, chilli is running out.
Which brings me to the required sum. Depending on the scale and means of campaigning, the total would lie anywhere in excess of 800.000 gold pieces. Unfortunately, the amount reserved for projects under KI makes up less than ten percent of this number. Although we shall likely hand the project to whomever will do the job for the lowest price, perhaps we should begin looking for cheaper alternatives than education on a large scale. Mayhaps one of the wizards at the Sorcerous Sundries is able to find or craft us a scroll of mass education...
