This is kind of silly because it's a miscellaneous quest and it seems a bit mean anyway, but it is annoying me because I cannot find this person and no walkthrough I've found has this quest even listed, so now I must complete it out of spite!! So, this guy in the Redoran canton asked me to go put a dwemer bone in Jeanne's shop because she is apparently doing a roaring trade and this guy isn't. Jeanne is apparently a trader in the foreign quarter. However, for the life of me I can't find Jeanne or her shop - please help!!!

You'll find her in the Foreign Quarter Canalworks IIRC (check both sides!) You'll have to place the bone in the back room of her shop which will require a little sneaking and lockpicking.

The foreign quarter canalworks has several shops. Including one that is pretty important for Thieves.

I thought this odd, too. "Ladies and gentlemen, behind Door #1 you can buy potions! Behind Door #2 you can buy weapons! Behind Door #3 you can find excellent reasons for having patronized the vendors behind Doors #1 and #2 .... "

you wouldn't ahve thought she'd have good trade down there. From teh sounds of it, half her potential customers are killed off.
