So far, everybody is correct.
Rangers and Paladins can get as high as Level 8 with ToSC installed. Rangers start getting Druid spells at Level 8, and Paladins start getting Cleric spells at Level 9. Neither Rangers nor Paladins can ever cast spells in BG1/ToSC, because their spells weren't implemented until BG2.

Do any of the XP cap removers 'implement' spells at lvl 8/9 for the ranger/paladin respectively?

Depends on alignment... but generally you don't want to be:
Druid There are Fighters and Paladins and Thieves a plenty Mages are in the game too. A cleric mage might be good.

What's all this I hear about Rangers.
Midget Gems Jnr has a Level 8 Ranger (just finished the game with a 'no magic' party) and his character can cast one Cleric spell. Not sure if this is because we once had Dark Side installed (now removed) or some other reason but he has all the spells and one slot open.

The best character to be for my money would be a druid mage, but they don't let you do that. How cool would that be? Or a ranger/mage. I've got an eye for having one character who can do the most possible stuff. So I like to be a thief, and dual to mage at some point. I like to sneak, stab someone in the back, and then make myself invisible and repeat as often as necessary/possible.
