ClO + O → Cl + O2 I see the ClO also reacts with O and snatches them up. The process ClO + O3 → Cl + 2 O2 looked to me like eventualy O2 would reach a high enough consintration to reach an equalibrium, when the UV split O2 into 2 O which could then join with 2 O2 to reform 2 O3. But if Cl can snatch an O then it throw a monkey wrench in the works.

Cute political cartoon.
The things it lists--energy independence, sustainability, etc--have very little to do with the subject of "climate change". I will note that if you want to preserve rainforests then you need to talk to countries like Brazil because we don't have rainforests here to preserve.
