1.Usually,or sometimes when I am all out of spells and need them desperately.
2.I agree.
3.The tactic would be same as now.Haste isnt really that important,maybe I woudnt charge with my mages so often.I dont usually use cloudkill,I have never used web (after once all my party members got stuck and died).In my opinion life without fireball is actually possible.Good that you didnt mention MMM,or magic missiles,they are my most used spells.

Facing Stone Golems are owned by lvl 7+ magic-users, even on insane difficulty. Just keep up your stoneskins and hurl Minute Meteors at them. Summon a spider (or something from a scroll you found) to draw their attention away from you if necessary.

As for the resting, a solo player only needs to take himself and time-oriented quests in consideration (Rest when out of spells)

The game gets more balanced when you're more experienced and thats a great thing.

Cloudkill is accessible through a wand and haste is just right.
