The Cloak of Mirroring is on A priestess, but not the one your thinking off (Priestess Senityili is her name i think). Its on the priestess that ambushes you when you walk past the big fish thing thats rising out of the water, it doesnt matter if you kill them all (not so easy with the Improved Underwater city mod in the Tactics Mod) or help the priestess:
