The one you got with Ipconfig should be the right IP.

so u have done this......
so I use the ip config one........ well we are using the tc/icp or whatever it is called and thats what asks for the address well is there any patches we need.......... and are you sure youv done this....

Thats an internet IP, not a LAN IP. (LAN IPs are always either in 10.x.x.x or 192.168.x.x). Plus its under ppp adapter, which is used for dialup. The reason it changed between ipconfigs is that internet IPs are different every time you connect.
Now, unless both computers have an internet connection, you are not going to be able to connect with this address. And even if they do, it will be painfuly slow. Problem is, I dont see another IP in there. Try this - run ipconfig on the other computer. If it dosent give any IP address, you dont have a functional TCP/IP network and this is going to get a lot more complicated.
