Romances aren't actually put on hold during Chapter 5, it's just that most lovetalks won't trigger in dungeons - which most of Chapter 5 is. Most of the people who 'pop up' in Jaheira's romance will come in any area flagged as 'Outdoors', which none of the Underdark is. So, it's not that the events are on hold - it's simply that the conditions for them to trigger aren't met.
