That's a bug.
All "white" spells, except Glitterdust, ignore both saves and MR in a fully patched game.

That's way Teleport Field on enemy fighters and Strength on Golems rock so hard...

I think Irenicus's are tough, or is that Irenici.
Dragons and Liches are more dangerous than mind flayers and beholders because they have multiple and varied attacks and cannot be rendered useless by one sheild or one spell.
Liches would be tougher if they better employed their timestop spell and did not heroicly stand toe-to-toe with you until dead. A smart lich would snipe attack you and cause you to watse time and spells.
The dragons would be tougher if they used thier intelligence and did not wait for you to set up traps and attack them. They don't get so old by being stupid. And, it is really fortunate that whenever you encounter them they are stuck in a cave or building. I doubt they would be so willing to fight to the bitter end if they could just fly away. They, too, are good at snipe attacks.

I use Breach on liches all the time, and it works.

Personally I think that Beholders/Elder Orbs are the most powerful "common" enemy. I've yet to find a reliable way to beat them every time. I don't have the special edition for the "shield of cheese", or whatever, so maybe that has something to do with it.

Mind Flayers die too easily to several different things, particularly summons, and Liches aren't really common enough to be considered a normal enemy. You don't see whole villages full of them, do you? Whew, I thought not. Negative plane protection basicly makes Vampires into a couple of thugs or something.

So Beholders it is...

Okay, I am fully awake now and I finally remembered why some people reported having difficulties with using Breach on Liches. They forgot to take the Spell Shield into account. You have to remove the Spell Shield first before Breach will work.
