Well Its not the negotiation though that was tried before with Clinton before the embassy bombings.

Basically Bush gave three demands, Turn over bin Laudin, Turn over the leaders of Al'Qaida, destroy the terrorist training camps.

The Taleban's counter offer is... We will turn bin Laudin over to a neutral country if you present evidence.

If you want to talk evidence well then quite frankly,
Problem is they were presented Evidence by Bill Clinton during his term after the first world trade center bombing. They refused to turn him over then.

Bush has said, his terms are not negotiable.

I agree with that assessment. If Bin Laudin is turned over to a neutral country who does indeed arrest him and try him, the Al'Qaida will still be in existence with all its leadership intact to continue doing what its doing.
