Ok...I ran around Robinhood's barn (figuratively) collecting the tome from the Lady to give to the waterwitch so that she would give me a scroll. She grabbed the tome and said here is a scroll...I check my gear and saw nothing new and different that would remove the guys problem. I looked on the ground around my feet. Do you think she is lying to me? Will I be forced to pickpocket her or is this a bug?

Either pickpocket or kill her. Even though you should get the scroll, she most likely still has it on her. And you can get the book back for your personal use that way too
