level 4 pass

I am using the Volberding walkthru. *****MANY THANKS*****
I have killed the 5 monsters in the covert ops and have the 5 flags and Djinn eye. I did not receive a level 4 pass. How/where do I get it. I gave this thus to Sgt Balbrak, but he didn't give me a pass or the next job. Please help.

Try talking to Balbark

Have you fired the Rocket Launcher at the range yet?
Did you leave through the same door you went in or the door with the blue light? You must leave through the door with the blue light to pass the Covert Ops training.

When you emerge from that door, Sgt Rubble should be standing at the Covert Ops entry door waiting for you. If you speak to him he should automatically congratulate you, take the 5 flags, and issue you with the level 4 security pass.

Sgt Balbrak will not give you any more missions until you have had the above interaction with Sgt Rubble.
