You have to approach to the wolves quickly, so they can't hit you repeatly with their annoying breath-weapon.
As for the weapons, that will stay this way. You should do everything to get magical ones.

No no no, not fight them as in can't defeat them, fight them as fight them period! I sleep in front of the mine and all I get are those annoying arrow shooting kobold fights. No white/snow wolves have appeared and I've tried resting several times

Eh???
Well, just keep trying, the spawned monsters are chosen randomly.
I guess you just need to wait and try.

It's been a while, but I think the snow wolves are in one of the areas around the Nashkell mines. South? Wander around the adjoining areas a bit and you'll either find the wolves or at least find other monsters to give you experience points.

I think the issue with the sword breaking stuff is that you give swords to party members who can't work with them.... they have no (e.g) short sword abilities like:

short swords: +
long swords: ++

maybe you let a ranger with only bow and crossbow abilities fight with a longsword... maybe that's the reason your swords are getting broken...

?

Most Snow Wolves mooch about in the areas south of Nashkell. There are plenty to be found. As for the weapons, it's a condition that you will continually suffer from as long as you have mundane weapons. The "poisoning" of the mines will not be resolved during the length of the game - no matter how long you take to complete it. Sorry about that

The winter wolf at the mines hangs out around the center of the map.

Go into the area where the girl lost her cat, or where it died, that'll solve your dilemma.
