Yes it is a good goal to reduce the amount of crap being dumped, that's just common sense.

On the Hurricanes if you look at the recorded history you'll find Hurricanes seasons go through cycles. Active and non active cycles approx 30 cycles with small cycles inside the larger cycles. I've spent the last 30 years in the red zone of the USA's hurricanes sector, the gulf coast and SE. states. 3 major hurricanes hitting the mainland USA is not rare in the slightest "hale" 3 hitting the same state is not rare, if there is any doubt about that research hurricanes and the paths they have taken over the last 100 or so years. I believe you'll find Loiusianna has had several time in a season 30 hurricanes have hit them.
