I know a Barbarian has a natural higher movement speed, but I recall I could use the Boots of Speed to up the movement speed even more with my barbarian. I can't remember if the portrait displayed a haste symbol or not.

Have you tried removing all your items then trying it? It could be an item you overlooked causing you the trouble (I had a similar problem a while back).
