Yes - only single classed 'pure' fighters and dual classed 'pure' fighters are allowed to reach further than ++.

BTW: In the P&P AD&D 2nd edition rules, single/dual classed 'pure' fighters are allowed to reach ++, while all other characters only are allowed a single '+'.

Well - They didn't have to cheat with the ability scores:

Coran must have read 2 '+1 to Dex' Tomes before he joined your party, Kagain just needed to read 1 Tome of +1 CON (he is a dwarf).

But the +++ in bows for Coran I cannot explain.

Hardly. They gave many NPCs special abilities ranging from superhuman stat values to illegal proficiency values to "castable" abilities to special items. From my notes...

Alora: "Lucky Rabbit's Foot" item. (Not sure what it does.)
Branwen: Can cast Spiritual Hammer 3x/day.
Coran: 20 dex, +++ Bow
Dynaheir: Slow Poison 1x/day
Edwin: 1 extra spell per level. "Edwin's Amulet" item.
Eldoth: Create 6 Poison Arrows 1x/day
Faldorn: Summon Dread Wolf 1x/day
Kagain: 20 con
Minsc: Minsc has Boo! Also gains "Berserk" ability 1x/day at later levels.
Quayle: Invisibility 1x/day
Safana: Charm Animal 1x/day
Tiax: Summon Ghast 1x/day
Viconia: Natural drow magic resistance.
Xan: "Moonblade" item
Yeslick: Dispel Magic 1x/day
