At the risk of being an insensitive jerk, I think Nebs (in-game item) head is actually the same guy who BG2 was dedicated to. Daniel Walker. You'll see his photo in the front of your BG2 manual. I'm not sure though. Judge for yourself.

It's obviously someone's head there...obviously someone connected with BG2.

i have know idea bout the head but tell me how did u get in the house. i tried picking the lock and it wouldnt work so i cast knock but then got sluagtered by coweled wizards for casting illegal magic.

The house in question is where a renowned sculptor is staying and many of the churches are trying to commission him for his work...
in order to enter the house, {i'm pretty sure} you need to speak with the priests at the temple of helm {or the church beside it} and the clerics there ask you to go speak with him
this allows you entry into the premises in the government district

ps. if you take the illithium from the promenade to cromwell and have the mace of disruption with you, i've heard he raises its enchantment by +1, though i never did this myself...
