off the top of my head, i would say that the hardy dwarves with high con have the best saving throws in the game. i could be wrong though.

Well both, for different things.

And, it depends on how you throw them and who you are trying to save. A well thrown flaming Dwarf has been known to save an entire city.... However, Mages prefere throwing halflings because they are a good bit lighter and can be thrown with less effort. So, both Dwarves, Halflings, and even Gnomes can provide good saving throws.

According to my information, Dwarves and Halflings get the exact same Saving Throw bonuses, although what those bonuses are depends on the character's Class as well as Race.

As Save vs. Death and Save vs. Spells are by far the most common in the game, Dwarven or Halfling Fighters clearly show a huge bonus in resisting harmful magics. The Save bonuses listed are on top of what a Human or Half-Orc character would get. I have seen no evidence that A Dwarf's CON score affects his Saves in any way.

The Saving Throws bonus IS based on the character's CON score. It's in one of those .2DA files somewhere.

Dwarves, Halflings and Gnomes all get the aforementioned immense +5 bonus to save vs. spells. As SixOfSpades mentioned, Dwarves and Halflings also get +5 to save vs. death & wands, while Gnomes get +5 to wands.

Loosely, Warriors gets the best saves except for save vs. spells, where Wizards take the cake.

IIRC there was a several page long thread about the nature of dwarven throwers (catapults, ballista, etc that could launch dwarves, gnomes, or halflings a goodly distance while maximizing the blast radius) IIRC Gnomes were decided as the best for overall blasting, while dwarves were better able to surive teh launch and attack anything near where they land.

What contributed to the gnomes lethality so much? Their love of turnips, most surgeons know about gnomes and their deviated colon, something which makes their consumption of turnips (beer, stewed, raw, etc) into a rather gassy enterprise, with a properly developed wick this raw methane production can be transformed into a "grenade" of near catastrophic power.

Ugh, that statement makes gnomes as experts in bio-chemical warfare.
