I've not taken Jan or Aerie through ToB yet, and was wondering if the level limitations that apply to them (especially in Jan's case, through race) keep applying with ToB installed. I'm thinking that Aerie would be one dangerous lady with the ability to sequence very high level mage and cleric spells, and Jan would be formidable as a high level mage with the thievish ability to use any item. Thanks.

Racial level limits aren't implemented into either SoA or ToB. So, yea, I expect that Aerie could be pretty powerful. Or she could just be pretty, I don't know
Sorry, couldn't resist

Pretty annoying, you mean.

But to keep this from being a complete spam post, I'll answer the first question - if I understand your question correctly, then yes they will still advance in levels as the EXP cap in ToB is raised from SoA's 2.9 million to 8 million.

In D&D some races can't go past a certain level. This is not in BG though.

PnP AD%D established racial limits based on a combination of race / class AND statistics. None of that has been implemented in any or the Baldur's Gate OR Icewind Dale series. Not sure if Pool of Radiance 2 / 3rd edition rules has any of those limits in it or not.
