Can Half orc characters do romance?

I don't belive so, although there are cheats that fix this, such as some of the ones at baldurdash. (I don't have the url right on hand just use google.com)

I agree with this. I am playing a half-orc Barbarian. And he is one ugly guy. I would never have a romance. It would just not be right.

You want sir kaltorines patch, scroll down. You can either have concurrent romance (allow any protagonist to have all four at once) or the all-race romace which just allows one but takes out the race checks. Have fun.
