Punisment? Why punish him? Now as he has a goat of his own he'll stay away from other peoples goats. And if he doesn't, they can always punish him later.

Well, I'm guessing that the point of the exercise is public humiliation. Unless he doesn't care, in which case it'll backfire spectacularly.
